    The General Directorate of Dependency of the Government of the Canary Islands has announced a tender for the contracting of a home care service for individuals in situations of dependency, alongside a supervision and quality control service for domestic services, across the islands of Fuerteventura, Lanzarote, La Gomera, and Tenerife, with a total budget of €17 million.

     

    Service Improvements

    In a statement, the Minister for Social Welfare, Equality, Youth, Childhood, and Families, Candelaria Delgado, noted that it has been established “that the current model of service provision, through cooperation agreements signed between the Canary Executive and the island councils, has not been as effective as it should be.”

     

    “In this model, the service either has not been developed or has been developed unevenly, resulting in a situation where there are first- and second-class citizens depending on the level of care they receive. Consequently, we have opted to modify the service provision model to ensure that care reaches all citizens in situations of dependency across these islands on equal terms and opportunities,” she stated.

     

    The Home Care Service is a fundamental part of the system for promoting personal autonomy and caring for individuals facing dependency.

     

    Tender Details

    The tender announcement was published on 1 August, and interested companies have until 4 September to submit their bids via the Public Sector Contracting Platform.

     

    The total amount of the contract is €17,000,000, €15,887,850.47 excluding taxes, divided into two lots: Lot 1, ‘Home Care Service in the islands of Fuerteventura, Lanzarote, La Gomera, and Tenerife’, for an amount of €16,882,300, and Lot 2, ‘Supervision and Quality Control Service for Domestic Services in the islands of Fuerteventura, Lanzarote, La Gomera, and Tenerife’, amounting to €117,700. The contract will be valid for twelve months.

     

    Service Objectives

    The Home Care Service (Lot 1) provides those in situations of dependency or at risk of it with assistance to help meet their daily needs while enhancing their autonomy. This allows them to remain in their homes and be included in the community, thus avoiding situations of isolation and unwanted loneliness.

     

    The Service aims to detect, prevent, and intervene by supporting users with their daily care needs, complementing family and support networks through professional interventions that enhance the individual’s quality of life. This includes a range of personal, domestic, social, technical, and psychological support for individuals or families, improving their conditions of safety and companionship in everyday life.

     

    Quality Control Service

    Meanwhile, the Supervision and Quality Control Service for the Domestic Services (Lot 2) aims to ensure the quality and effectiveness of the home care service through continuous evaluation and supervision. This is a service contract aimed at supervising, controlling, and coordinating the quality of the service provision.

     

    Finally, as outlined in the contract terms, the technical or professional solvency considered for both lots will be a list of the main services or jobs carried out of the same or similar nature as those constituting the contract’s object over the last three years at most.
