The Titerroy Neighbourhood Association has submitted a new request to the Cabildo Insular de Lanzarote, reiterating the need for clarification regarding possible administrative irregularities related to the conservation and maintenance service of the roadside gardens on the island.
“For over two years, this Association has been requesting information under Law 12/2014, of 26 December, on Transparency and Access to Public Information, yet no clear documentation justifying the management of this service has been provided. The prolonged absence of a response from the insular institution generates concern among the public and calls into question the principle of transparency that should govern all public administrations.
The Association insists on the need to clarify the following:
- The recognition of employment tenures in the payroll of workers whose actual joining dates may fall after those officially recorded.
- The conditions under which certain staff redundancies have occurred, as well as the criteria applied.
- The possible use of public resources and materials allocated to the contract in activities unrelated to the awarded service.
- The training in occupational risk prevention and first aid for assigned personnel, in accordance with the technical specifications.
- The management and final disposal of waste generated from cleaning and maintenance tasks at the roadside.
- The existence of reports concerning alleged irregular academic qualifications, which have raised doubts about the authenticity of certain CVs.
The Association reminds the public that its efforts focus on the defence of public interest and the proper use of public resources, which is why they have officially requested that these matters be addressed at the forthcoming plenary session of the Cabildo Insular, aiming to ensure a public and transparent debate.
From the Titerroy Neighbourhood Association, it is emphasised that this process does not seek political or union confrontation, but responds solely to the citizens’ right to understand how public resources are managed and to ensure compliance with the established contractual terms.
Additionally, the Association laments that, as of now, workers lack changing facilities at their premises, highlighting fundamental deficiencies in terms of organisation and working conditions.
Public Investment and Citizen Doubts
The Cabildo de Lanzarote has announced a public investment of €4.6 million in the Insular Service of Road Margins. According to Jacobo Medina: “This contract will allow us to operate continuously and in a planned manner across all municipalities, addressing the demands of citizens and local councils”.
However, there are claims circulating that suggest this contract is supposedly tailored to a specific company, reinforcing the need for transparency and public oversight.
Finally, this community group appeals to all political groups represented in the Cabildo de Lanzarote to promote an extraordinary plenary session where clear explanations can be provided and the requested documentation made available, thereby demonstrating institutional responsibility and respect towards the citizens.”
