Adeje Council Enhances Waste Collection and Urban Cleaning Services with New €13 Million Contract

The Town Hall of Adeje has taken a decisive step to enhance waste collection, street cleaning, and the maintenance of public spaces in the municipality.

This improvement comes following the awarding of one of the most significant contracts managed by the governing team. According to the Mayor, José Miguel Rodríguez Fraga, the process has been developed “to achieve a comprehensive improvement of a service that is vital and must respond to one of the main demands of the public.”

Winning Bid

The Temporary Union of Companies (UTE) formed by Ascan Servicios Urbanos and Torrabonaf SL emerged as the winner after a bidding process that lasted more than seven months.

The contract will last for 8 years, with the possibility of extension up to 10, and includes significant enhancements to all cleaning requirements set by the Town Hall of Adeje.

Team Efforts

“We should congratulate the entire municipal technical team responsible for managing this contract, as it was one of the most complex contracts we handle and has been executed promptly and effectively. This is an essential service for the entire municipality,” commented the Councillor for Works and Services, Epifanio Díaz Hernández.

Key Improvements

Among the most notable improvements are the increase in staff from 171 to 209 professionals and the complete renewal of the vehicle fleet, including a significant number of hybrid and electric vehicles.

The main objective of this contract is to improve the quality of all services, increasing coverage and frequency of operation. Thus, residential waste collection, known as the grey container service, will occur seven days a week in the main urban hubs and areas with higher residential pressure or visitor influx, such as La Postura, Adeje town centre, and Costa Adeje. Additionally, cleaning in the most problematic public spaces will be reinforced, with a more tailored response to citizens’ requests.

Sustainability Initiatives

The enhancements also include adapting all operations to the strictest sustainability regulations, ensuring effective waste treatment and optimising collection and transport. The contract particularly focuses on the protection and improvement of jobs, guaranteeing the subrogation of current personnel and expanding the workforce by over 30%.

Financial Commitment

The Town Hall of Adeje will significantly boost urban cleaning and waste management with the signing of the new contract, which will have an annual cost of around €13 million. The procedure involved the participation of three other companies and will mean that the municipality allocates around €4 million more each year to enhance the service and address its main deficiencies.

Emergency Services

The new contract also includes exceptional actions in response to emergencies, cleaning of ravines in urban areas, algae removal from beaches, clearing of ditches and local paths, and the implementation of a special cleaning system for roads and pavements that will allow for real-time removal of dirt and waste, adapting operations to the needs of each neighbourhood in Adeje.

Urgent Improvements

Both the Mayor and the responsible councillor agreed that these improvements were urgent and necessary. “We have an obligation to resolve this as efficiently and diligently as possible, fully aware that the service needs improvement and that there are issues to rectify; this is the significant challenge ahead, and we won’t stop until we achieve it,” they stated.

Efficiency and Technology

The new waste management and urban cleaning contract will bring about substantial improvements in collection routes, making them more efficient and effective, along with the introduction of new technologies to monitor potential service disruptions.

These actions are part of a sustainability plan that includes compensating for the carbon footprint and incorporating a more modern, sustainable, and larger fleet of vehicles than the current one.

Furthermore, the contract requires the implementation of new applications and technologies to expand and optimise communication channels with the public, considering it vital to utilise the information that residents can provide to facilitate continuous improvement of the service.

Once the awarding is approved by the municipal council, the new service is expected to begin implementation in less than two months—if there are no setbacks—and within a reasonable timeframe, citizens should notice the improvements stipulated in this administrative contract.
