Arrecife Mayor Resolves Contract Issues to Resume Urban Renewal Works in Tinasoria

The Arrecife City Council, through the Public Works Department, had suspended works in the Tinasoria neighbourhood due to repeated breaches by the project director, who won that supervisory contract through a tender process. Every public work must have technical oversight during its execution, which the Council had planned to tender in order to initiate the urban transformation of the streets in this area originally developed with social housing. The Mayor, as the direct head of the Public Works Department, made the decision to terminate the administrative contract due to the director’s consistent non-compliance—particularly given that he does not reside in Lanzarote—thus allowing the Council to complete the works, which have guaranteed funding and a qualified contractor selected through the competition.

To proceed with the works, as desired by Mayor Yonathan de León, the Canary Islands Advisory Council was requested to provide the necessary binding report to approve the legal termination of the administrative contract and to proceed with the new appointment of a supervisory director.

On 16 September, the Canary Islands Advisory Council issued a favourable and binding report, affirming the Mayor’s stance and enabling the works to resume under new project management and safety coordination.

Advisory Report

The Advisory Council’s report, consisting of 44 pages and published on their website, endorses the legal decision made by the Mayor from the Public Works Department, determining that it is in accordance with the law.

“This report—requested by the Mayor-President of the Arrecife City Council concerning the proposal for resolution of the procedure to terminate the administrative contract for the ‘Project Management and Safety Coordination Services for the Urban Renewal and Regeneration of Tinasoria (Lot 2),’ (EXP. 309/2025 CA), refers to the documentation provided by the Council dated 4 July 2025,” summarises the beginning of the works, the breaches by the project director, and the favourable decision from the Council.

According to information provided by the Arrecife City Council, the report emphasises, “The Council understands that the reasoning behind the proposal for resolution is correct, describing everything attributed to the contractor as a single action, comprising specific, precise breaches identified since October and reiterated in subsequent weeks—without corrections made by the contractor—and ultimately culminating, so to speak, with a complete abandonment of their contractual duties, expressed in the resignation, which itself is a cause for termination. The contractor’s continuous actions within a short timeframe constitute a single cause for resolution, without the need to isolate each breach reported from October to December, as they collectively result in the resignation, which is the legal reason for terminating the contract.”

Background on the Works

On 8 August 2024, the record of verification for the site in Tinasoria was signed. Works commenced last autumn but did not respond to contractor requirements or City Council directives. The works were suspended at the beginning of this year, prompting the Council to initiate legal procedures to terminate the supervisory contract. On 4 July, all necessary documentation was submitted to the Advisory Council, which issued the final report on 16 September, allowing for the resumption of the works with a newly appointed project management team.

Mayor Yonathan de León has reported that the Council is already proceeding with the stipulations outlined in the Public Sector Contracts Law, which will allow for the continuation of these works in the coming weeks. This project is part of a broader plan initiated by the Municipal Government to renew the neighbourhoods of Arrecife, aiming to provide Tinasoria with a modern, accessible, and sustainable image, featuring green areas, accessible pavements, resurfaced streets, a rainwater drainage system, and drip irrigation for over 50 new trees to be planted along the roads of this neighbourhood, which originated in the 1970s with social housing.
