Canary Islands Government Invites Tenders for Construction of 75 Affordable Homes in Puerto del Rosario

The Ministry of Public Works, Housing and Mobility of the Canary Islands Government, through the Canary Islands Housing Institute (ICAVI), has updated the tender for the construction of a total of 75 publicly promoted social housing units in the municipality of Puerto del Rosario, Fuerteventura. The project, which initially received no bids, now has a total investment of €12,825,473.96. This is financed through Next Generation EU funds, under the Recovery and Resilience Mechanism (RRM), as part of the Recovery, Transformation and Resilience Plan, with a contribution of €328,893.27 from the Ministry of Housing and Urban Agenda, while the Cabildo of Fuerteventura allocates €717,443.18. The Autonomous Community of the Canary Islands bears the majority of the investment, amounting to €12,496,580.69.

This initiative corresponds to urgent processing due to the application of Decree Law 1/2024, dated 19 February, which establishes measures to address the housing emergency. It is split into two independent lots.

Project Details

On the Don Quijote plot, located between Don Quijote, Dulcinea, and Sorolla streets, the construction of 47 protected units and 47 parking spaces will take place, with a tender budget of €7,110,230.36 and an estimated execution period of 20 months.

Meanwhile, on the Bernegal plot, located between Bernegal, El Alpende, and Tabajoste streets, 28 protected homes and 28 parking spaces will be built, with an investment of €5,715,243.60 and an estimated execution period of 18 months.

Tender Process

Interested companies may submit their applications until 18 September 2025, at 17:00 (mainland time), through the State Public Procurement Platform website, where they can also consult the terms and conditions.

With this initiative, the Canary Islands Housing Institute is advancing the promotion of public housing in the Canary Islands, reaffirming the regional government’s commitment to the right to adequate housing and aiming to effectively address the current housing emergency affecting thousands of families in the archipelago.

Ongoing Housing Projects in Fuerteventura

On the island of Fuerteventura, ICAVI, led by Antonio Ortega, has four projects underway within the programme for housing aid for socially rented homes in energy-efficient buildings: 28 units on El Bernegal Street, 47 homes on Don Quijote Street in Puerto del Rosario, 77 units in La Oliva, and 24 in Rosa Vila. As part of this programme, which is signed between the State and the Canary Islands Government, an addendum is being prepared whereby the Cabildo of Fuerteventura will contribute €1,683,598 to the construction of these homes.

Furthermore, through programme 1, aimed at neighbourhood-level rehabilitation actions financed by Next Generation EU funds, the Ministry will rehabilitate the aforementioned 50 homes in the Fabelo neighbourhood, 40 in La Oliva, and 10 in the Santa Inés Valley.

In this context, the Canary Islands Government will have a total of €28,672,246.08 to undertake various construction and rehabilitation actions. Of this amount, €26,396,117 will be allocated for construction through programme 6, while the remaining €2,276,129.08 will be used for rehabilitation interventions through programme 1.
