The Department of Social Welfare, Equality, Youth, Childhood, and Families has announced the tendering of a home assistance service aimed at individuals in dependent situations in Fuerteventura, Lanzarote, La Gomera, and Tenerife, with a budget of €17 million.
According to a statement released on Thursday by the minister responsible for the area, Candelaria Delgado, the Directorate General of Dependency has confirmed the necessity of processing the contract for the service in the mentioned islands, as the current provision model, based on cooperation agreements between the Canary Islands government and the island councils, has not proven to be as effective as required.
Issues with the Current Model
Delgado emphasised that, “In this model, either the service has not been developed or its development has been inconsistent, resulting in a situation where there are first and second-class citizens depending on the care they received.”
For this reason, the decision has been made to modify the provision model to ensure that the service reaches dependent citizens in these islands “with equal conditions and opportunities.”
Tender Announcement Details
The tender announcement was published on 1 August, and interested companies have until 4 September to submit their proposals via the Public Sector Procurement Platform.
The contract amount totals €17,000,000, with €15,887,850.47 excluding taxes, divided into two lots: the first worth €16,882,300 and the second, for supervision and quality control of home services, amounting to €117,700. The contract will be valid for twelve months.
Service Objectives
The home assistance service offers support to individuals in dependent situations or at risk of becoming dependent, enabling them to address their daily life needs while promoting their autonomy, allowing them to remain in their homes and participate in the community, thereby preventing unwanted isolation and loneliness.
The service aims to detect, prevent, and intervene by supporting users in their daily care needs, complementing family support networks with professional interventions that enhance their quality of life. This includes a range of domestic, social, technical, and psychological support aimed at individuals or families, improving their security and companionship in everyday life.
Quality Assurance
The second lot is designed to ensure the quality and effectiveness of the home assistance service through continuous evaluation and supervision.
This is a service contract aimed at performing supervision, control, and direction or coordination to uphold the quality of service provision.
As outlined in the contract specifications, the technical or professional solvency considered for both lots will include a list of the main services or work completed of a similar nature to that of the contract within the last three years.
