Intersindical Canaria Denounces Threat to Job Security for Health Workers Due to Additional Exam Requirements

Intersindical Canaria has expressed its strong opposition to the intention of the Minister of Health and the management team of the Canary Islands Health Service to include examination tests in the merit-based selection processes for stabilising public employment. This is being justified by the “voluntariness” of undertaking a test scheduled for the second and third phases of the stabilisation and ordinary opposition contest, the dates of which are set without having resolved the allocation of positions through the merit competition.

The merit contest is based exclusively on the assessment of professional experience and staff training. It should not introduce any uncertainty regarding eliminatory tests or additional assessments. Any attempt in this direction constitutes a clear violation of the regulatory bases of the call for applications.

The covert imposition of exams, even if presented as optional, contradicts state legislation, is unjust to thousands of temporary workers, and would lead to the legalisation of the processes. Moreover, this manoeuvre jeopardises the stabilisation timetable committed to by the European Union and constitutes further mistreatment of healthcare personnel, with the tacit complicity of President Clavijo.

In light of the aforementioned, Intersindical Canaria demands:
– Respect for the unique and exceptional nature of the merit contest, ensuring that personnel who have accessed through this route are not forced to undertake additional tests, and that the assumption of positions is executed as soon as possible.
– Legal certainty and transparency in all stabilisation processes.
– Measures to prevent the “pull effect” of external candidates, as has occurred in the educational sector, thereby protecting the workforce of the Canary Islands.
– An immediate clarification from the Government of the Canary Islands and the involved institutions, to eliminate uncertainty and discomfort among the affected personnel.

For Intersindical Canaria, it is unacceptable that professionals with years of experience must now sit an exam to achieve the stability that the law recognises. This intention reflects the clear intention of the Ministry to further penalise the healthcare personnel of the SCS.
Finally, we warn that the arbitrary inclusion of additional tests in the current stabilisation process taints the process and may lead to legal uncertainty.
