The Partial Plan of El Mojón, approved in 1996 by the Commission for Land Management and Environmental Policy of the Canary Islands (COMAC), has taken a significant step towards its implementation with the signing of the partial reception of its urbanisation works.
The event held today in the council chamber of the Ayuntamiento de Arona was attended by Fátima Lemes, the mayor of Arona; Javier Baute, the councillor for Urban Planning; and Miguel Villarroya, the president of the El Mojón Compensation Board.
Significance of the Signing
The mayor of Arona described the signing as “a historic moment” and expressed her feeling of being “fortunate to be the mayor who signs this reception.”
She explained that the plan “ceases to be a project and becomes a reality that will change the municipality.” Lemes stated that this step represents “a boost for Arona to consolidate itself as a reference in the Canary Islands.”
Emphasising the need for consolidation, she also noted that it is essential to “ensure adequate mobility, while also improving pedestrian access and public services,” concluding that “in a few years, we will look back and remember this moment.”
Urban Planning Insights
Meanwhile, the councillor for Urban Planning, Javier Baute, recalled the figure of Manolo Barrios, referring to him as “the father of the partial plan.” He pointed out that these are “macro files” that have required collective effort and specified that the execution of the plan “will positively affect the economy as well as small and medium enterprises.”
Baute warned that “not everything will be smooth sailing” and acknowledged that “problems will arise,” particularly regarding mobility, although he clarified that “we are already focused on finding technical solutions.”
First Licences
The councillor responsible for the area announced that, following the partial reception, “the study of the previously submitted licence applications will begin, as well as those that are registered going forward,” which, he clarified, “will allow the first building authorisations to be issued.”
One of the key figures in the project, Miguel Villarroya, president of the El Mojón Compensation Board, highlighted that “public and private sectors can achieve many things for our municipality” and expressed gratitude for the “intense work” developed over the years, noting that “this plan is not a new idea.”
Villarroya pointed out that the plan encompasses 245,000 square metres of roads, which, he stated, “will help with mobility and access to the port.”
Expansive Development
The grand city of El Mojón, envisioned in the upper part of Los Cristianos and the lower area of Chayofa and Hospital del Sur, comprises 972,000 square metres, with primary uses being residential and commercial (with 60% designated for residential and 40% for tourism), capable of accommodating around 9,000 beds. It includes 390,000 square metres of public land and 150,000 for facilities.
Regarding the planned public land, the plan reserves two parks of 26,000 square metres each, in addition to 11,000 for educational facilities, 15,000 for sports installations, and 17,000 for cultural provisions.
The unlocking of the project was formalised with the urban agreement signed on 19 February 2024 between the Ayuntamiento de Arona and the Compensation Board. This agreement establishes the guarantee of vehicular and pedestrian connections between the eastern and western areas of the sector, as well as facilitating the reception of the urbanisation works for the Partial Plan T4 El Mojón, in compliance with resolution No. 6533/2025, dated 1 August.
