Lanzarote’s ‘8 Months, 8 Plans’ Programme Aims to Transform Public Administration and Enhance Transparency

The Cabildo of Lanzarote, through its Presidency and Human Resources departments, has launched ‘8 months, 8 plans’, a comprehensive programme designed to transform the management of public services on the island. This initiative aims to advance towards a more efficient administration that is closer to its citizens, embodying high standards of transparency.

The project is structured around eight sessions, which will take place over eight months, from October 2025 to May 2026. Each session will include a diagnosis of the current situation and a roadmap with specific objectives and actions.

Government’s Commitment to Modernisation

The Councillor for Human Resources, Miguel Ángel Jiménez, outlined how this programme addresses the “responsibility for modernising public management and responds to the need to bring the Cabildo of Lanzarote in line with the demands of today’s society. With this plan, we are taking a decisive step towards an administration that listens, adapts, and enhances its service capacity, optimising our internal resources and reinforcing public trust,” he stated.

The initiative addresses fundamental aspects of public management, including the digitisation of processes, improvement of service quality, and enhancement of institutional transparency, among others, with the aim of adapting governance to current challenges.

Insights from Public Administration Experts

The ‘8 months, 8 plans’ programme will feature contributions from specialists in various fields of public administration. Concepción Campos Acuña, an expert in Public Management, former Secretary of Local Administration, and Associate Professor of Administrative Law at URV, will kick off the series of sessions on 24 October with the lecture ‘A Roadmap for (Definitive) Digital Transformation: Technology as an Ally in Improving Public Management’.

Oscar Cortés Abad, a Doctor of Law and Industrial Engineer with management training from ESADE and IESE, will continue on 21 November with ‘Digital Institutional Communication: Unified Strategy for Web and Social Media, Balancing Government Action and Transparency’.

On 18 December, Óscar Corcho García, a professor in the Department of Artificial Intelligence at the Polytechnic University of Madrid, will present on ‘Data at the Centre: Strategy and Quality for Intelligent Decision-Making and Future Automation’.

Maria Dapena Gómez, the Human Resources Director at the City Council of Vigo, will discuss ‘Leadership and Human Talent as Key Elements of Commitment to Public Service’ on 30 January. Following her, Borja Colón de Carvajal Fibla, Head of the Public Administration and Innovation Service at the Provincial Council of Castellón, will speak on 27 February about ‘Public Innovation as a Mechanism for Survival in Complex and Changing Environments’.

The programme will resume on 27 March with Juan Ignacio Criado Grande, a tenured professor of Political Science and Administration and Director of the Lab for Innovation, Technology and Public Management at the Autonomous University of Madrid. He will present on ‘Open Government: Transparency, Participation, and Collaboration for Accessible Public Management’. Additionally, Maite Covisa Rubia, a consultant at the General Directorate of Government Modernisation of the Canary Islands, will offer her talk on ‘Excellence in Citizen Care: Innovative Models and Multichannel Experience’ on 24 April.

Finally, Fernando Fariña Guillén, a Law graduate from the University of La Laguna and holder of degrees in Political Science and Public Management from the International University of La Rioja, will conclude the cycle on 29 May with ‘The Current Role of Public Administrations: Challenges and Issues in Ensuring a Public Service that is Integral, Professional, and Results-Oriented’.
